Between 1994 and 1999, 18 Plano youths died of a heroin overdose. In 1997, city officials went to the media about the situation and dubbed Plano, "Heroin-City, USA." A slew of teenage wasteland stories followed bringing national attention to Plano. This film is a study of how a suburban community came into existence, faced with an unignorable social problem, evaluated, interpreted, and sought to solve it. • Aired on Frame of Mind Dallas/Ft.
